Commitment to Multilingual Learners
Horse Creek Academy (HCA) is committed to ensuring that all students, regardless of home or primary language, have meaningful access to educational programs and services. As a South Carolina public charter school functioning as its own Local Education Agency (LEA), HCA implements all applicable federal and state requirements related to Multilingual Learners, regardless of Title III funding status.

Multilingual Learner (MLL) Program Overview
The Multilingual Learner Program at Horse Creek Academy supports students in developing English language proficiency while accessing grade-level academic content.

Students may qualify for Multilingual Learner services based on:

  • Information provided in the Home Language Survey at enrollment

  • Results from an approved English Language Proficiency screener

  • Review of prior school records, when applicable

Instructional supports and services are determined based on each student’s English language proficiency level, academic needs, and available staffing.

Identification & Services

  • All families complete a Home Language Survey during enrollment.

  • Students who indicate a language other than English may be screened using a South Carolina-approved English Language Proficiency assessment.

  • Families are notified in writing if their child qualifies for Multilingual Learner services.

  • Services may include classroom-based language accommodations, targeted instructional support, or other appropriate language development services.

Parent & Guardian Rights
Parents and guardians of Multilingual Learners have the right to:

  • Receive notification if their child is identified as a Multilingual Learner

  • Receive information about their child’s English language proficiency level

  • Learn about available program options and instructional supports

  • Accept or decline Multilingual Learner services

  • Receive information in a language they understand, whenever feasible

Declining services does not remove the requirement for students to participate in the annual English Language Proficiency assessment until state proficiency criteria are met.

Translation & Interpretation Services
Horse Creek Academy is committed to meaningful communication with all families.

Translation and interpretation services are provided at no cost to parents and guardians who need language assistance to access important school information.

Services may include:

  • Written translation of key school documents

  • Oral interpretation for meetings such as:

    • Enrollment meetings

    • Parent-teacher conferences

    • IEP or 504 meetings

    • Discipline hearings

    • Safety or emergency communications

Translation and interpretation services are provided by trained bilingual staff or through contracted external agencies when necessary. Students and children are not used as interpreters except in rare emergency situations.

Requesting Language Assistance
Families may request translation or interpretation services at any time by contacting the school office or the Federal Programs Coordinator.

All language assistance requests are documented and coordinated to ensure timely and appropriate support.

 Program Review & Continuous Improvement
Horse Creek Academy reviews its Multilingual Learner program annually to evaluate effectiveness and ensure compliance with federal and state requirements. Program adjustments are made based on student needs, language proficiency data, academic performance, and family engagement.
